The Senate must vote the Bill for reform of the pension today or this weekend. Here are the main changes in the Parliament. And what has remained despite the attack.

A transitional measure for mothers 130,000

The facts. It is one of the main concessions announced by the Elysee. Some 130,000 mothers of three children born before 1956 will retain the benefit of a pension without haircut at age 65 (and non-67). This transitional measure is 30 000 women per year between 2016 and 2020. Cost: EUR 3.4 billion over seven years, funded by increased taxes on revenue from capital as early as 2011.

The impact. The Government kept this concession in reserve, it it was revealed shortly before the demonstrations on October 12, in an attempt to contain the mobilization. Hailed by the reformist unions CFDT and Unsa, it however did not decline the challenge: the crowds set new records this day there. It in fact also aimed to satisfy the UMP voters.

An extension of taking account of the hardship

The facts. The original Bill contained little to take into account the effects of the arduous nature at work. It provided a start maintained at 60 years for insured persons with a rate of disability of at least 20, only 10,000 people per year. On 8 September, in the aftermath of the first day of mobilization to the re-entry, Nicolas Sarkozy announced the expansion of the device to persons whose disability rate is between 10 and 20. But the early departure is not granted automatically: it must have been exposed to risk factors and prove cause and effect link to an ad hoc Committee. Cost: EUR 350 million per year.

The impact. Slammed by employers, this concession was still intended to alleviate the discontent of the unions, very hostile to the text on this point. They remain critical, noting that nothing is done to offset the effects of the arduous nature that are not visible at age 60 (toxic products causing night work leading to cardiovascular disease, cancer). The subject of the arduousness is nevertheless passed then second politically.

A stay for mothers officials

The facts. The Government granted a stay of five years before you remove the possibility of starting retired after fifteen years of service for mothers officials of three children. Cumulative cost: 4.3 billion by 2020.

The impact. More anecdotal, this temporary measure while avoided an influx of requests for departures retired nurses and teachers.

What has not changed: the new retirement ages

The facts. Articles 5 and 6 of the text have not changed. The age of the entitlement to retirement will go well from 60 to 62 years by 2018. And the age of the full rate, which can receive a pension without penalty regardless of the duration of contributions, will be shifted from 65 to 67 years in 2023.

The impact. The Government has made vote these two articles at the beginning of the consideration of the text in the Senate, hoping to deter demonstrators. In vain. The CFDT had tense turn a pole in the Elysee Palace early September: block second pillar at age 65 for the moment - it will not save before 2016 - generate and return to at the time, asked François Chérèque. But the Elysee said "no", believing that this involved the heart of its reform.

A well uncertain appointment in 2013

The facts. "National thinking" is expected in 2013 to consider reform more large, including the establishment of a system of retirement by points.

The impact. It's a ultimate gesture in the direction of the CFDT, only Union favourable to such a system. The CFDT acknowledged yesterday that it "was a request" on his part, but it has not begun his opposition: it will participate in the next days of actions.
